Apple put out two betas out of the iOS 9.3 beta test package. As Apple seeds 1st iOS 9.3 public beta and iOS 9.3 beta 1.1 to developers now. Both developers and public beta testers can download this new beta updates from Apple developer center.
As couple of days back Apple seeded the iOS 9.3 1st beta and now the public beta officially. This beta release is definitely the expected one from Apple, as Apple brings couple of new features in its mobile firmware. But we also know that the iOS 9.2.1 is still in beta phase likewise.

Just after releasing the iOS 9.3 public beta, Apple also issues the iOS 9.3 beta 1.1 for developer. This minor release of iOS firmware is actually intended to fix some issues which were found in iOS 9.3 first beta. The new OTA update carries the build number 13E5181f.
If we talking more about the iOS 9.3 beta 1.1 then it actually fix the installation issues specifically stucking on Apple logo while installing the new updates by developers.
