There are actually two fixes available for this disappearing apps problem on iOS 7.0.x upgrade. Here is each of them:
1: Doing a Soft Reset:
Just Pressing Home button and Power/Sleep at the same time and keep hold them until the screen become blank. Now, let release the above mentioned buttons and hold the Power/Sleep button only to reboot the device.

Although this strategy fixes the disappearing or missing apps, in some cases, the soft reboot is not sufficient. 2. Completely Reboot:
